Ridgeway, MO: Sheriff Deputy Jack Hutton made a grim discovery when he investigated an anonymous call about dogs being abandoned at a residence on Locust Street in Ridgeway.
Hutton found starving and dead dogs when he arrived at the address.
His investigation led to the arrest of John Richard Ikerd, 62, on charges of animal neglect and abuse.
